Budget Allocation and Expenditure for Nirbhaya Fund

The Government of India had set up a dedicated non-lapsable fund called ‘Nirbhaya Fund’ for implementation of initiatives aimed at enhancing the safety and security for women in the country. From inception, till 2020-21, the total allocation under Nirbhaya Fund has been Rs. 5712.85 crore, out of which the allocation for the last five years i.e. from 2016-17 to 2020-21 has been Rs.3712.85 crore. During the last five years, an amount of Rs.3766.03 crore has been released for implementation of various schemes/ projects under Nirbhaya Fund, as informed by the implementing Ministries/ Departments/ Agencies.

The State/ UT-wise details of the projects being implemented under Nirbhaya Fund since its inception are at Annexure.

As per provisions of Section 357A of Cr.PC, States/ Union Territories (UTs) prepare their respective victim compensation schemes. In terms of the “Compensation Scheme for Women Victims/ Survivors of Sexual Assault/ Other Crimes – 2018” made by the National Legal Services Authority, the amount of compensation as decided by the State Legal Services Authorities or District Legal Services Authorities, is required to be paid to women victims or her dependents who have suffered loss or injury as a result of an offence. Every State/UT have their Victim Compensation Scheme including for survivors of sexual assault and other crimes and the compensation is disbursed to the victims by the State/UTs concerned.

This information was given by the Union Minister for Women and Child Development, Smt. Smriti Zubin Irani, in a written reply in the Rajya Sabha today.
